In 2023, Metlink and Wellington City Council (WCC) consulted the community on a series of roading improvements along Colway Street to improve bus clearance and access to bus stops for passengers. Most of these improvements were approved by WCC at the time ad have since been installed.
As a compromise, Metlink committed to replacing the removed shelter by installing a new one at Bus Stop #4453 Colway Street (near 62). To do this the bus stop was proposed to be shifted slightly to a more suitable location near #56 Colway Street. However, at the time an agreement could not be reached with residents about the shelter size and placement, so the project was put on hold.
Metlink has now reviewed the location again and is re-engaging on changes to Bus Stop #4453 to bring a much-needed shelter back to the community and improve bus stop safety, comfort, and accessibility.

Why this bus stop is being improved?
Bus Stop #4453 serves Routes 22 and 25 , which are key connectors between Broadmeadows, Johnsonville, and Wellington CBD. The stop is well-used by commuters, students, and residents. Enhancing the stop will support accessible, sustainable public transport options in the area.
This proposal also looks to complete the final bus stop upgrade for #4453 within the original Colway Street package of roading change completed in 2023.
Additionally, relocating the bus stop further from the nearby intersection improves safety and traffic flow. It ensures that vehicles turning into Colway Street have a clear path, without needing to navigate around a stationary bus.

Where will the shelter go?
The shelter is proposed to be installed on the grass berm outside #56 Colway Street, which is slightly elevated from the road. This location was chosen to minimise privacy concerns for the property and residents. A detailed site plan of the proposed layout is attached to this letter.
Minimising the impact on parking.
Metlink understands that on-street parking is important to residents. To minimise the impact, we’ve shortened the standard 15-metre bus stop entry and exit tapers (broken yellow lines) to 9 metres while still ensuring bus and passenger safety. Wherever possible, markings have been aligned with existing driveways to preserve available parking.
Why do these changes matter?
Metlink’s fleet now features low-floor, fully accessible buses – designed to support safe, independent boarding for all passengers, including those using wheelchairs, walkers, or prams. However, to fully realise the benefits of these vehicles, buses must be able to stop parallel to the kerb.
The proposed new bus stop changes enable precisely that. By aligning the stop’s design with Waka Kotahi NZTA’s Public Transport Design Guidelines, we are ensuring safe, comfortable, and consistent access for all users – regardless of the stoop’s size or how frequently it’s used.
