Security cameras & CCTV
Buses, trains, and stations may be monitored by closed circuit television (CCTV) cameras. The main purposes of CCTV are to:
- Ensure customers, employees and the general public feel safe using the Metlink network
- Monitor public places to help reduce crime
- Keep stations and train depots secure, and
- Assist in the investigation of safety or rail incidents
Greater Wellington Regional Council owns and is responsible for CCTV systems on the Metlink rail network. CCTV cameras on buses are owned and operated by the relevant bus companies.
CCTV cameras and security patrols on the rail network were introduced in the early 2000s, following an increase in personal security incidents and car theft. Since then, new CCTV systems have been progressively installed at rail stations, car parks, train storage yards and on board trains. CCTV cameras at stations and carparks are now monitored 24/7. Images of incidents may be passed to the police and other authorities such as the rail safety regulator.
Greater Wellington Regional Council has a policy that governs the use of CCTV cameras on the rail network to ensure compliance with the Privacy Act 1993 and that that any images captured, collected and stored are handled in a confidential manner that protects an individual’s privacy.

Camera surveillance operates in a number of GWRC services and at GWRC managed or controlled locations. The following page provides further details regarding the purposes for which camera surveillance is utilised in each location.

Unless otherwise specified above audio recordings are not made as part of the footage.
Appropriate signage is available in areas where camera surveillance is in operation. Covert use of camera surveillance systems may be considered in circumstances where the law permits it.
Surveillance footage will only be viewed by authorised people in accordance with the purpose it was collected for or to ensure the system is operational.
GWRC provides KiwiRail Train Control with access to surveillance footage from the rail station facilities (stations, subways, bridges, carparks) to assist them with situational awareness on the rail network.
In the event of activity being recorded on our surveillance cameras which appears to be unlawful, we may pass that footage of the incident over to Police for the purpose of an investigation. Likewise, if the Police believe some unlawful activity was carried out, then they may view or ask us to hand over any footage that may assist in their investigation.
No attempt is made to identify individuals from footage except in relation to a reported or suspected incident requiring investigation.
